Vulnerable people certainly cannot complain about a lack of attention. The mass media report on them almost daily. One thing that must intrigue all of us is how so many people in a rich country like the Netherlands could have wound up existing in the margins of society. The question that invariably follows is whether more of our fellow citizens are now suffering exclusion than in the past. The included document is related to Wolfs oration on november 7th, 2002.
